Collaboration is key

Last week marked the first of many collaborative efforts with my council colleagues. City Council District 2 and I filed a council consideration request (CCR) to help small businesses affected by prolonged construction projects. We're going to continue to advocate for our small businesses in the community.

Budget Season! As always, District 10 is committed to advocating for more police officers and more infrastructure dollars. We're hosting our official City Budget Town Hall on August 15th, at the Northeast Senior Center (14078 Nacogdoches), at 6:30 pm. Come ready with your questions!

You're invited to our District 10 Community meeting, Monday, July 24th, 2023, at the Tool Yard (10303 Tool Yard) at 7 PM. We'll have lots of city resources and plenty of snacks. Join us!

Back to School already? 

While everyone is having a wonderful summer, the first day of school is just around the corner! We're hosting our annual Back to School Backpack and Supply Giveaway, on August 5th from 9 am - 12 pm, at the Blessed Angels Community Center (14078 Nacogdoches). We'll be providing free backpacks, supplies, diapers, food, and special surprises throughout the day!

The City of San Antonio Planning Department is gathering input to improve the draft recommendations that have been developed related to Land Use, Housing, and Economic Development for the Rolling Oaks Area Regional Center Plan. We are also gathering community input related to Focus Areas, Amenities and Public Spaces, and Mobility to determine what should be evaluated and refined as we continue with the planning process. Please submit your feedback by completing the survey by Tuesday, July 18, 2023. District 10 Boards and Commissions Openings:

1.  Affirmative Action Advisory Committee - Mission: The Affirmative Action Advisory Committee (AAAC) is an advisory board for the City of San Antonio that was established on January 31, 1985. The purpose of this committee is to make recommendations aimed at assisting the City of San Antonio to achieve its affirmative action goals. 

2. City of San Antonio Higher Education Student Advisory Board - Mission: The City of San Antonio Higher Education Student Advisory Board (HESAB) serves to help increase college enrollment, retention of college graduates, and advises the Mayor and City Council on policy matters of interest to students who are enrolled in colleges and universities in San Antonio. 

3. Mayor's Commission on the Status of Women - Mission: The Mayor’s Commission on the Status of Women (MCSW) serves to foster a closer relationship and a fuller exchange of ideas between women of respective Districts and City Councilmembers; to further the equal legal, social, political, economic, and educational opportunity and advancement of all women and men; to eliminate discrimination on the basis of sex in all phases of American society; to promote the dissemination of information on employment opportunities for women in the public sectors, and to provide counsel when and if necessary; to encourage women to assume initiative and accept their responsibility in the removal of legal and other barriers to the realization of their basic human rights.

4. Neighborhood Code Enforcement Task Force - Mission: Comprised of multiple representatives from each Council District, the Neighborhood Code Enforcement Task Force (NCETF) meets every quarter with Code Enforcement Supervisors and other City staff to discuss and identify issues that matter the most to the neighborhoods. Working together, solutions and strategies to address those concerns are often identified. Code Enforcement is charged with the responsibility of maintaining the health, safety, and quality of life for all San Antonians. A big part of being successful in this endeavor is the partnerships we forge with our community.

5. San Antonio Youth Commission - Mission: The San Antonio Youth Commission (SAYC) is tasked with advising City Council on matters that directly affect local youth, with the intention of valuing and empowering the City’s youth voice to provide a unique insight into City issues and problems. SAYC provides an outlet to youth to civically engage with the City through advocacy and community service.

Construction updates:

Bulverde Road 2023 Update

Bulverde Road - Phase I

(Limits: Butterleigh Drive to North of Quiet Meadow)

Project Scope: Reconstruct and widen Bulverde Road with curbs, sidewalks, driveway approaches, traffic signal, and drainage improvements, as appropriate with available funding. This is a continuation of Bexar County's Street and Drainage Improvements Project to realign Jung Road to Quiet Meadow.

  • The City of San Antonio Public Works Department announced that on Tuesday, June 27, 2023, there's a traffic switch on Bulverde Road. The limits of the traffic switch on Bulverde Road will extend from North of Quiet Meadow. 
  •   The traffic switch will occur from: 7:00 AM on Tuesday, June 27th through August 2023 
  •   There will be two-way traffic on the West side of the roadway throughout the limits, while construction work takes place on the East side of Bulverde Road. 
  •   To facilitate traffic flow, there will be signage to help aid motorists.

TXDOT- San Antonio's Active Construction Sites:

The active construction sites shown on the map below are intended to indicate major construction operations. You can view project information and lane closures at www.i35nex.com.



Union Pacific Railroad Construction:

Union Pacific kicked off an $11 million rail improvement project on the rail line that begins near I-10/I-35 west of downtown and stretches northeast to Loop 1604 and Evans Road. Crews will install new rail and resurface 50 railroad crossings, ensuring trains operate safely and drivers have smooth rides over the railroad tracks.

Temporary Road Closures

Multiple temporary road closures are required as specialized crews work their way across 20 miles of track. Most road closures will last about a day, between 7 a.m. and 5 p.m. In some cases, closures will last a few hours. Alternate route and detour signs will be placed. Union Pacific will work to provide advance notice as crews make progress.


San Antonio Benefits of Rail

  • It takes 300 trucks to move the same amount of goods as a single Union Pacific train, which reduces traffic on our roads.
  • Freight trains are 3-4 times more fuel efficient than trucks.
  • Moving freight by train instead of trucks reduces greenhouse gas emissions by up to 75%
  • Union Pacific is working toward net zero emissions by 2050.

City is now accepting applications for REHABARAMA!

The City’s Office of Historic Preservation (OHP) is expanding its REHABARAMA program. If selected, participants may receive minor home repairs at no cost.Eligibility restrictions apply.

One goal of REHABARAMA is to preserve aging housing stock for the purpose of allowing residents to age in place & gain generational wealth.  “Our older housing stock provides a high proportion of naturally occurring affordable housing that remains largely unsubsidized and unprotected. These existing homes can be at risk of deterioration or demolition due to deferred maintenance, and once they are gone, we lose the affordability,” says Shanon Miller, Director of the Office of Historic Preservation. “Prioritizing repair and maintenance programs for our older housing stock is supported by the City's Strategic Housing Implementation Plan as an environmentally and economically sustainable method of housing preservation.” 

Qualified participants are eligible to receive assistance with home repair and maintenance projects focused on arresting deterioration and prolonging the useful life of the home. Typical scopes of work include projects that address one or more of the following: 

  • Building envelope (siding, soffit, fascia, roof penetrations, skirting)  
  • Structural systems (foundation, stabilization, reinforcement of structural elements, masonry)  
  • Non-compliance with property maintenance code issues  
  • Weatherization & comfort (wood window repair, windows screens, door repair, insulation)  
  • Longevity (scraping, caulking, painting, flashing, gutter repair)  
  • Safety (porch repair & decking, accessibility) 

To be eligible, the home must be constructed prior to 1960, and the income level for the household must be at 80% of the Area Median Income or below.  

To apply, homeowners can visit the REHABARAMA website or call 210-207-3327 to request an application by mail or email.

Beyond preserving aging housing stock, another goal of REHABARAMA is to integrate trades education and learning opportunities into every project. The City is seeking to hire contractors that would be willing to host an apprentice at no cost. Interested contractors can call 210-207-4680 or visit the REHABARAMA website to submit the Contractor Interest Form.

City’s Head Start Program Accepting Applications for 2023-2024 School Year!

The City of San Antonio Department of Human Services Early Head Start and Head Start programs, which provide high-quality early childhood education and comprehensive social services to eligible children and families, is taking applications for the 2023-2024 school year.

The Head Start mission is preparing children and engaging families for school readiness and lifelong success. Human Services implements a Head Start Program Model – providing direct program services in Edgewood ISD and San Antonio ISD for 3,020 children ages 3-5 years old. Early Head Start provides center-based services for 216 children at six local non-profit childcare centers and center-based and home visiting services for 128 children at a campus in Edgewood ISD for children ages 6 weeks to 3 years.

Zero Percent Interest Loans Now Available for San Antonio Small Businesses!

The City of San Antonio, the San Antonio Hispanic Chamber of Commerce (SAHCC), and LiftFund have secured $500,000 in the FY23 Budget for the City of San Antonio’s 0% Interest Program, a program aimed to support the growth of San Antonio small businesses, especially in light of recent economic challenges.

 

Small businesses located in or relocating to San Antonio city limits can apply for up to $100,000 in 0% interest funding through the program, double what has been offered by the program in the past. The funding can be used for startups as well as the majority of regular business expenses including inventory, payroll, equipment, and working capital.

 

According to the program website, the initiative prioritizes funding small businesses looking to hire additional staff, in efforts to help create jobs in the city. Those that have not received a 0% interest LiftFund loan in the past two years also have priority, to help those that need support the most.
