Dear
Neighbors,
With Memorial
Day coming up, many City offices and departments, including our
office, will be closed. We have included a list of all open and
closed departments in this newsletter for your reference.
On May 13th,
the City of San Antonio announced that the primary objectives of
the Mayor's Challenge to End Veterans Homelessness have been met.
This means that as a city, we have worked very hard to stop
veterans homelessness. While the City has helped every willing
veteran off the streets, there will always be more veterans to
help. If you know of a veteran currently or on the verge of
homelessness, please have them contact the South Alamo Regional
Alliance for the Homeless (SARAH) at (210) 220-2382.
Last week I
had the honor of meeting several of our area's veterans as they
boarded an Honor Flight to Washington D.C. Watching our heroes
depart on a trip to visit their corresponding war memorials was
moving, and I want to take the time to highlight the organization
responsible. Honor Flight San Antonio de Valero organizes all the
logistics and coordinates volunteers in San Antonio and Washington
D.C. to aide our veterans. Their mission is to transport our
veterans to their war memorials and bring them back home. If you

With
springtime weather comes the onset of unwanted pet litters. The
City, through multiple partners, offers low- to no-cost spay and
neutering services. We encourage our residents to take advantage of
these services and spread the word. For more information, visit the

We want to
remind everyone that with the Memorial Day weekend and summer break
coming up, more children will be playing in our neighborhoods and
on the streets. Please, slow down in our neighborhoods and watch
out for our children.

The City of San Antonio is asking
residents to provide their feedback on the way ridesharing operates
in San Antonio. The City will host a roundtable event to obtain
public input on the pilot program. Details are listed below.

BACKGROUND
For years, the City of San Antonio
has had various participants in the vehicle-for-hire industry,
including taxicabs, limousines, tours, charters, horse-drawn
carriages and pedicabs. In the summer of 2015, City Council approved
another one - Transportation Network Companies (TNCs), commonly
referred to as ridesharing.
While traditional vehicles for hire
are governed by the City Code Chapter 33, TNCs like Uber, Lyft, Get
Me and Bid My Ride do not fall under the same rules and regulations.
Instead, they are currently operating on a 9-month temporary
agreement with different rules and regulations than those in Chapter
33.
Since both industries provide
similar services, the City needs input from residents on whether the
rules should be the same for both or if they should continue to
operate differently. The first 9-month agreement with Uber will
expire in July 2016.

We
need your thoughts: Anti-Idling Ordinance
The City of San Antonio is asking
for input from the business community and residents to provide their
feedback on a proposed ordinance limiting idling of heavy duty
vehicles to five minutes. Comments are accepted by letter, phone
call, voicemail or e-mail directed to the City of San Antonio through
Tuesday, May 31, 2016. Details of the proposed ordinance are

Air quality is a significant
priority for the City of San Antonio, as it has an impact on our
community's public and economic health. On October 1, 2015, the U.S.
Environmental Protection Agency (EPA) released a more stringent
"health-based" air pollution standard. A stricter standard
means additional regulations for businesses that plan to expand or
relocate to San Antonio.
Heavy duty vehicles are a major
source of air pollution in San Antonio. The City of San Antonio, with
scientific data from the Texas Commission on Environmental Quality
and the Alamo Area Council of Governments, is comprehensively
examining the positive and negative impacts of an anti-idling policy
in the San Antonio/Bexar County area.
The public
comment period will remain open until Tuesday, May 31, 2016. City staff will
consider all feedback and present a recommendation to City Council in
June 2016.

Public
Meeting: Harry Wurzbach single point urban interchange (SPUI)
project
The City of San Antonio (CoSA), in
conjunction with the Texas Department of Transportation (TxDOT), will
conduct a public meeting regarding the proposed construction of
entrance and exit ramps and a single point urban interchange (SPUI)
from Harry Wurzbach to Austin Highway in Bexar County, Texas.
The meeting will
be held on Tuesday, June 7, 2016, at the St. Pius X Catholic Church,
3907 Harry Wurzbach, San Antonio, TX 78209. The meeting
will run from 6:00 p.m. to 8:00 p.m. with the formal presentation
starting at 6:00 p.m. The presentation will run until 6:30 p.m. and
will be followed by public questions and answers and an open house to
review preliminary project details until 8:00 p.m.
The purpose of the Public Meeting
is to present the proposed project to the public and receive
comments. The proposed project would construct four ramps from Harry
Wurzbach to Austin Hwy. The project would also construct curbs,
sidewalks, a shared-use path, and driveways. The project would
involve roadway illumination, reconstruction and removal of
driveways, traffic signal improvements, bridge widening, retaining
walls, utility adjustments/relocations, and striping. The purpose of
the proposed project is to enhance connectivity between Harry
Wurzbach and Austin Highway. The proposed improvements would require
right-of-way (ROW) acquisition, but would not involve any residential
or commercial displacements.
Maps showing the proposed project's
location and geometric design will be available for viewing at the
Public Meeting. This information will also be available for public
inspection Monday through Friday between the hours of 7:45 a.m. and
4:30 p.m. at the City of San Antonio on the 5th floor of the City of
San Antonio's Municipal Building located at 114 West Commerce, San
Antonio, TX 78205.
All interested citizens are invited
to attend this public meeting. Written comments from the public
regarding this project are requested and may be presented for a
period of 10 calendar days following the meeting. Written comments
may be submitted either in person or by mail to the City of Antonio,
Richard Grochowski, Project Manager, P.O. Box 839966, San Antonio, TX
78283-3966. Written comments must be received by Friday, June 17,
2016 to be included in the Public Meeting Summary and Analysis
Report.
The Public Meeting will be
conducted in English. Persons interested in attending the meeting who
have special communication or accommodation needs, or need an

City
Seeks Applicants for Alternates on the Zoning Board of Adjustment
The City of San Antonio is seeking
applicants to serve as alternates on the Zoning Board of Adjustment
(BOA). This board hears and decides appeals where - it is alleged -
there is error in any order, requirement, decision or determination
made by an administrative official in the enforcement of the Unified
Development Code (UDC), Chapter 35 of the San Antonio, Texas Code of
Ordinances.
The board may also authorize
variances from the provisions of the UDC, where evidence presented
supports findings that literal enforcement would result in an
unnecessary hardship, and the spirit of the ordinance will be
observed. The board functions as a quasi-judicial board and its
members are prohibited from discussions about pending cases outside
of the formal meeting. The Board requires a quorum of at least nine
to convene.
Meetings are generally held on the
first and third Mondays at 1 p.m. and typically last three
hours. Members are compensated $20 for each seated meeting.

You Know: Alternate Transportation Options
Alamo Regional Transit (ART) provides
low-cost transportation services to the general public in the eleven
rural counties in the Alamo region: Atascosa, Bandera, Comal, Frio,
Gillespie, Guadalupe, Karnes, Kendall, Kerr, Medina, Wilson. ART is a
demand-response service that provides curb-to-curb or door-to-door
service for those that need assistance to various types of services
and appointments including medical, educational, work, and shopping.
Reservations are required at least one day in advance. Fares vary
depending on the pickup and destination requested. For more

Greater Randolph Area Services Program (GRASP) offers
accessible transportation services for local area seniors and people
with disabilities. GRASP serves residents living in Windcrest,
Converse, Live Oak, Universal City, Schertz, Cibolo, Kirby and Selma.
Rides can be scheduled for grocery shopping, medical appointments, to
the GRASP community center, or other special trips. Trips must be
scheduled in advance. Fees range according to distance and other fees
may apply if the driver is required to wait at the destination. For

Presa Community Center provides
transportation services through-out Bexar County for those who are
unable to drive or use public transportation. Registration is
required to participate. Elderly and persons with disabilities can
use this shared-ride service to make medical appointments, shop for

should be booked at least two weeks in advance, or as soon as the
