Dear
Neighbors,
Last week's
vote at City Council was the final step in approving the new 5-year
police contract. I am pleased with our City's leadership team, and
appreciate all the residents voicing their opinions on how we can
best serve the community. This contract reflects a compromise
between fiscal responsibility and appreciation of our officers.
Today, we can say that it's a compromise that both rank and file
and City leadership agree works. When a city can reduce
skyrocketing costs, everyone wins. When a city can retain and
attract seasoned police officers, everyone wins. As an added bonus
from the conversations this past month, Mayor Taylor has created
the Mayor's Council on Police-Community Relations. I look
forward to this new group working to restore trust and foster
communication between our officers and our concerned residents.
Over the next
two weeks, we will be voting on two very important items: the
Fiscal Year 2017 Budget, and plans for annexation. If you would
like to review the proposed
2017 budget or the City's
annexation plans, you can view them on the City's website.
Many of you
took the opportunity to attend the Budget Open House at the Tool
Yard. I think we can all agree that District 10 is a
highly-involved district; our numbers that night surely reflected
it. For those who weren't able to attend the open house, we have
included the NOWcastSA taping from our open house. In case you
missed it, I outlined our thoughts on the budget priorities in an
editorial for the Express
News.
With school
back in session, please remain aware of children walking to and
from school in our neighborhoods. There is a need for adult school
crossing guards, especially at Northern Hills Elementary. If you
are interested in training to become a school crossing guard, you
can contact the School Crossing Guard Detail at 207-7393 or apply
online at www.sanantonio.gov/hr/jobs.
The Northeast
Neighborhood Alliance will be meeting on September 19th at the
Northeast Senior Center. It will be a potluck dinner, and will
cover the following topics:

Message from Metro Health - Mosquito Prevention Advice
The San Antonio Metropolitan Health
District reports a new confirmed Zika case. The total count of
confirmed Zika cases in San Antonio is nine. All cases acquired the
infection while traveling abroad.
After recent rainfalls, Metro
Health asks for the community's assistance in prevent mosquitoes in
the area to prevent mosquito-borne diseases, including Zika, from
spreading. While many of us have seen communities where vector
control trucks drive up and down neighborhood streets spraying
chemicals, our abatement approach has long-since evolved. Our methods
are consistent with recommendations from entomology experts. We
cannot spray our way out of a Zika situation. Applying mosquito
larvicide in standing water on parks properties, right of ways and
other public lands, combined with educating the public to prevent
standing water on private property, is the most efficient way to
control the mosquito population.
Community
awareness and action is crucial in helping reduce the mosquito
population locally. The mosquito that could transmit
Zika, Chikungunya or Dengue, known as Aedes aegypti,
is known as a "container-breeding mosquito" because it
likes to lay eggs in water that collects or is stored
in man-made containers, such as tires, rain
gutters, birdbaths, plant pots, pet bowls, neglected swimming
pools, and uncovered boats.
Aedes aegypti mosquitoes lay
eggs on the walls of water-filled containers. Eggs stick to
containers like glue and remain attached until they are scrubbed off.
The eggs can survive when they dry out - up to 8 months. When it
rains or water covers the eggs, they hatch and become adults in about
a week. These mosquitoes generally do not migrate more than 200 yards
in their lifespan and are also aggressive daytime biters. We ask
everyone to survey their properties for standing water at least once
weekly.
For this reason, Metro Health asks
for the community's assistance in preventing mosquitoes in the area,
including:
Remove standing
water
Keep mosquitoes from laying eggs
inside and outside of your home. Once a week, empty and scrub, turn
over, cover or throw out containers that hold water, such as:
- Vases
- Pet
water bowls
- Flowerpot
saucers
- Discarded
tires
- Buckets
- Pool
covers
- Birdbaths
- Trash
cans
- Rain
barrels/gutters
These actions can help reduce the
number of mosquitoes around areas where people live.
Follow safe
water storage tips
If water must be stored, tightly
cover storage containers to prevent mosquitoes from getting inside
and laying eggs.
Improve
sanitation
When water is contaminated with
organic matter (for example, animal waste, grasses, and leaves), the
chances that mosquito larvae will survive may increase because
contaminated matter provides food for larvae to eat.
Protect yourself
- Wear
long-sleeved shirts, long pants and socks to protect exposed
skin during dusk and down, which is when mosquitoes are active.
- Avoid
use of perfumes and colognes when working outdoors.
- Use air conditioning or
make sure there are screens on all doors and windows to keep
mosquitoes from entering the home.
- Use an insect repellent
containing DEET or Picaridin on skin not covered by clothing.
- Choose a repellent that
provides protection for the amount of time that you will be
exposed. The more DEET or Picaridin a repellent contains, the
longer time it can protect you.
- Spray insect repellent
on the outside of your clothing (mosquitoes can bite through
thin clothing).
- Do not spray insect
repellent on skin that is under clothing.
- Insect repellents
should not be used on young infants.
- Do not spray aerosol or
pump products in enclosed areas or directly on your face. Do not
allow insect repellent to contact your eyes or mouth. Do not use
repellents on cuts, wounds, or irritated skin.
- If working outdoors,
use soap and water to wash skin and clothing that has been treated
with insect repellent.

Take
Control of Your Summer Bills
Notice your water bill is higher
than usual? This may be why: This year's rainy spring
resulted in green lawns, but recent dry weather means customers may
be using more water in irrigation systems to keep it green.
Higher summer water bills are an
annual occurrence, but SAWS is seeing many bills with high water use
this year. So it's worth another reminder that SAWS charges more per
gallon as water use increases.
This year, SAWS started using an
eight-tier pricing structure to encourage water conservation. The
structure allows customers to save money quickly with small
reductions to water use but it also means that those who use large
amounts of water will see higher per-gallon costs, causing bills to
temporarily spike.
An in-ground irrigation system,
which can use more than 3,000 gallons each time it runs, is one of
the major culprits. And systems not properly programmed or maintained
can use a lot more.
A free irrigation checkup may help
reduce your bill. SAWS conservation technicians can visit your
home by appointment to help you save water. Call 704-SAVE (704-7283)

It's a job seekers market in the
Alamo Region. With an unemployment rate of four percent, many
employers are seeking out the services of Workforce Solutions
Alamo (WSA) to help fill open positions.
WSA is scheduled to partner with
multiple organizations to host events throughout the month of
September. Many positions are available to meet the needs of
just about every job seeker in industries ranging from health care to
manufacturing.
For those who are interested in a

Applications
being accepted for positions on the Ethics Review Board
The City of San Antonio is
currently accepting applications from residents city-wide for the
Mayoral slot who are eligible to serve on the Ethics Review Board.
The Ethics Review Board is comprised of 11 members appointed by the
Mayor and each City Councilmember for staggered two-year terms. In
May 2004, the City Charter was amended to establish an independent
Ethics Review Board with jurisdiction over the City Ethics Code and
the Municipal Campaign Finance Regulations.
Members must be residents of the City
and have good moral character. No member of the Board shall be: a
salaried City official or employee; an elected public official; a
candidate for elected public office; an officer of a political party;
a campaign treasurer, campaign manager, officer or other policy or
decision-maker for the campaign of any candidate for elected public
office or any political action committee as defined in the Texas
Election Code; a member of any City board or commission other than
the Ethics Review Board; a member of any board or commission for
which the position is appointed by City Council; or a Lobbyist
required to register under Division 5 of the Ethics Code. No member
of the Board shall have any convictions for a felony or a crime of
moral turpitude, or found in violation of any provisions of the
City's Code of Ethics. The Commission meets as necessary in the
Municipal Plaza Building, 114 W. Commerce, usually at 6 p.m.
