Howdy Neighbors,

I hope that you all are staying healthy and at home as much as possible. This is an unprecedented time for San Antonio and the rest of the world. I want to take this opportunity to thank all of the individuals who are working to support our city during this time. Whether you are a healthcare, construction or restaurant professional - or anything in between, we are so grateful for your continued support and hard work.

On April 28, Governor Greg Abbott rolled out Phase 1 of Texas’ ongoing plan to strategically and safely open. Certain services and activities are able to open, but must limit their capacity to 25%. This strategic approach prioritizes the health and safety of our communities and follows the guidelines of medical experts. Metro Health continues to provide up-to-date information and resources for our residents on their website. The numbers are updated daily at 7:00 PM. Mayor Nirenberg and Judge Wolff give nightly updates at 6:13 PM on TVSA. TVSA can be seen on the following video providers: Spectrum Cable Channel 21, Grande Cable Channel 20, AT&T U-verse Channel 99, Digital Antenna Channel 16.1 and online at www.sanantonio.gov/tvsa or www.facebook.com/COSAGOV.

Neighbors, it is with deep sadness that I am sharing the news of the passing of Connie Marszalek. Connie passed away on Saturday, April 18. She was a longtime neighborhood leader in Feather Ridge. She served as one of District 10's liaisons to our Boards and Commissions and was very active in the Northeast Neighborhood Alliance. Connie worked tirelessly with the District 10 City Council Office with at least five members over the years on key issues. We will truly miss Connie's dedication to our community and ask that everyone keep her husband, Mitch, and their loved ones in your thoughts and prayers.

Mayor's Sixth Emergency Order

The Mayor issued his sixth emergency declaration on April 29:

·     All businesses operating within San Antonio and Bexar County, except essential services and reopened services as defined by Governor Abbott’s Executive Order GA-18 are required to stop operations and close.
·     Continuing measures to limit the spread of COVID-19 in nursing homes, like prohibiting employees from working at multiple long-term care facilities.
·     Strongly advising that you wear face coverings where you cannot employ social distancing.

This order will last until 11:59 PM on May 19, or until it is either rescinded, superseded or amended.

Councilman Perry Votes Against Mayor's Sixth Emergency Declaration


City Council voted 10-1 to extend the current Declaration of Public Health Emergency issued by Mayor Ron Nirenberg on April 30. The following statement was released in response to that decision: 

“The safety and well-being of San Antonians and our visitors is, and will continue to be, a top priority of mine. However, I could not support a plan that deviates from that of Governor Abbott. Consistent with Executive Order GA-18 issued by Governor Greg Abbott, “a civil or criminal penalty will not be imposed on persons who do not wear a cloth face covering, but they should consider the health and safety of their neighbor as they leave their homes for essential activities”

San Antonians are taking this pandemic seriously, and I believe that most people will voluntarily wear masks to mitigate the risks of contracting and spreading COVID-19. Governor Abbott’s Executive Order clearly states that no locality can enforce penalties for non-compliance. By not aligning with the State, the City's order will continue to cause confusion for San Antonians. I could not support a mandate that is unenforceable.”

From driveway concerts in Burning Tree to a mini Battle of the Flowers in Oak Park Northwood, many neighbors throughout District 10 have come together (at a safe social distance) to show just how strong our community is. Thank you for sharing your joy with us.

SA Neighborhood & Housing Services Dept April 27, 2020



Dear Neighbors:
I hope that this email finds each of you healthy and safe during this COVID-19 crisis. As we navigate through this crisis, the City and the Neighborhood and Housing Services Department (NHSD) are following a new mission – Response.  Recovery.  Basic Operations. We are working on improving our levels of communication, as we appreciate you as our community partners.

On Thursday, April 22nd, City Council approved the creation of the COVID-19 Emergency Housing Assistance Program to respond to exponential increases for housing assistance requests as a result of the COVID-19 crisis. The new program includes $25 million from various sources. NHSD is managing this program and I have reassigned many staff from their current responsibilities to take on duties to assist with this new program. Please help us share with your neighbors that San Antonio residents can find more information or apply for the COVID-19 Emergency Housing Assistance by calling 210.207.5910 or by visiting  https://www.sanantonio.gov/NHSD/Programs/FairHousing.


NHSD needs your help in making sure that people in your neighborhood associations who may need assistance, know about this resource so please help us pass the info around.  For those who may not need help and have the means to help others, we are also asking for donations to the fund to be able to help even more families.  Donations can be made by texting “HousingHelpSA” to 41444 or online at https://app.mobilecause.com/e/AMJd-w?vid=6vo9b

To apply for assistance from the new COVID-19 Emergency Housing Assistance Program, San Antonio residents must:
  • Be the primary lease or mortgage holder in a multifamily unit, mobile home, or single-family home within the city limits of San Antonio
  • Provide proof of financial hardship that renders the household unable to pay rent, mortgage or utilities
  • Have an income at or below 100% of the Area Median Income. Under these Department of Housing and Urban Development (HUD) guidelines, a San Antonio family of four earning $72,000 a year or below would qualify for the program. 
The program provides individuals and families rent, mortgage, utility, and internet access assistance in the event of a hardship. Funds are paid directly to landlords, mortgage companies, and utility providers. Funds for groceries, medicine and fuel in the form of cash assistance will be distributed directly to individuals or families who qualify in an amount not to exceed $300. Direct assistancefrom $150 to $300 based on household sizeis made possible through a partnership between the City and the Family Independence Initiative. The COVID-19 Emergency Housing Assistance Program is proposed to end on July 31, 2020.


NHSD is also responding to the COVID-19 crisis in the following ways:
  • Circulating information and resources related to eviction, foreclosure, and utility assistance and referrals provided by local, state, and federal programs. (Document attached to this email)
  • Connecting residents with other resources for domestic violence prevention and food programs
  • Launched a Right-to Council program with Texas RioGrande Legal Aid for renters facing eviction
  • Created an online portal in partnership with the San Antonio Area Foundation and the San Antonio Housing Trust for financial contributions to the COVID-19 Emergency Housing Assistance Program. Donations can be made by texting “HousingHelpSA” to 41444 or online at https://app.mobilecause.com/e/AMJd-w?vid=6vo9b

VIA Tele-Town Hall Meeting




Join VIA Metropolitan Transit for a timely conversation about the agency's operations during the global coronavirus pandemic. Agency officials will discuss that and other issues - and take questions from the community during a Telephone Townhall at 7 p.m. on Tuesday, May 5th.
