District 10 Update 16 July 2020

District 10 Newsflash
Brought to you by Councilman Clayton H. Perry

July 16, 2020

Howdy Neighbors,

We sure do miss seeing y'all for our monthly Northeast Neighborhood Alliance and District 10 Community Meetings. This month we're going to give you all the opportunity to tune in and participate in our monthly meeting via WebEx. Our monthly meeting will be hosted on July 20 at 7:00 PM, and the best part is you can join from the comfort of your own home! We'll be joined by Deputy City Manager - Maria Villagomez, San Antonio Chief of Police - William McManus, Northeast Neighborhood Alliance President and former District 10 Councilman - Mike Gallagher, and the Captain of SAPD's North Substation - Leslie Carrillo. Instructions for how to participate in July's monthly meeting are below.

The City of San Antonio has also put together a survey compiling feedback for the FY 2021 Trial Budget. Unfortunately, the COVID-19 crisis has left the City's budget with funding shortages, and they need you to tell them which services matter most to you and to District 10. On June 26, Director of Government and Public Affairs, Jeff Coyle presented the preliminary results of the survey. Only 6.7% of survey respondents were from District 10 - I know we can do better than that! The budget affects every San Antonian, so be sure to make your voice heard by taking the quick survey here. Please continue to share this survey with your neighbors so the City can get an idea of what District 10's budget priorities are. This survey will remain open throughout July.

The FY 2020 Mid-Year Budget Review can be found here. The remainder of the Fiscal Year 2021 Budget schedule can be found here. There will be no City Council meetings throughout the month of July, we will resume meeting on August 6 for the FY 2021 Proposed Operating & Capital Budget Presentation.

Thank you so much to everyone who participated in the District 10 Budget Survey. We are always so gracious for your feedback. Over 300 of you participated in the survey! You may view the results here. These results helped us advocate for you all at the Budget Goal-Setting Session on June 26. You may watch the session here.

Many of us are experiencing loss in a way that we never have before. Our neighbor, Larry Johnson, shared a beautiful way to view loss in his video series: "Here's How I See It." You may watch his video "About Loss" and gain his insight here.

As always, thank you for being active community members and leaders here in District 10. Please do not hesitate to contact our office if we can be of any assistance to you. The District 10 team is still on hand and available to address your needs and concerns throughout this time.

- Clayton

Teachers, Parents, & Guardians: Process for Decision Making Regarding School Reopening

Following July 14’s announcement from the Texas Education Agency (TEA) that local public health officials that order Texas schools closed for in-person instruction this fall will not risk state education funding, Metro Health with the support of the COVID-19 Community Response Coalition will convene a task force to make local recommendations the public health authority for Bexar County.

“We’ve heard from many parents, teachers and administrators with concerns about starting the school year with in-person instruction while cases of COVID-19 are surging in Texas,” said Assistant City Manager and Interim Metro Health Director Dr. Colleen Bridger. “This task force will work together to help us make an informed decision about the best way to proceed with the health and safety of our children and all school staff as our highest priority.”

School districts typically fall under the authority of the State of Texas, not the City of San Antonio or Bexar County. However, the TEA has effectively given the authority to local communities to decide whether schools will open with in-person learning, rather than just remote learning.

The task force will include teachers, parents, students, teachers’ unions, school districts, universities, pediatricians and public health professionals. The task force will meet this week and will make recommendations about the safe reopening of schools in Bexar County. Updates will be shared at covid19.sanantonio.gov.
